(From Patricia B.) –  The original “interim regulation” that he ostensibly back-tracked on in his Friday address was “adopted as a final rule without change,” later that same day, with a new preamble stating that HHS “plans to initiate a rulemaking” on the changes [which are actually distinctions without any difference] promised by the president [which "plans" and "promise" are entirely non-binding].

We’ve been double-double-crossed.
